Immigration Then and Now

Jeb Bush and Robert Putnam compre today's immigrants to those of previous years and find they stack up pretty well.

One line caught my eye:

Off topic, but it makes me wonder what policies they're talking about.

In my world view, the government made urban areas so undesirable that it encouraged suburbanization! :)

I would imagine the are referring to the creation of the interstate highway system and the subsidies provided to buy single-family homes.
